Total imports of diesel, gasoline and LPG in November 2025 reached 946 thousand tons, according to the analytical brief NaftoRynok Daily fuels&LPG published on December 1, 2025.

Analysts note that deliveries in November 2025 nearly matched the record volumes of August 2024 (before the excise increase on September 1) and December 2022 (ahead of European sanctions on Russian fuel).
At the same time, diesel imports in November 2025 hit a wartime high at 700 thousand tons, or 23.3 thousand tons per day. According to NaftoRynok, the increase was driven by higher consumption of diesel, gasoline and LPG by power generators compensating for shortages caused by Russian strikes on energy infrastructure. In addition, fuel supplies from Romanian ports resumed in November after restrictions in October, adding extra volumes.
As NaftoRynok previously reported, fuel sales at filling stations in October 2025 were the highest since August 2024.
