According to POS data from the State Tax Service of Ukraine, the volume of recorded fuel sales (gasoline, diesel, LPG) increased by 6.2% in October compared with September and reached the highest level since August 2024.
In annual terms, volumes also increased by 3.6% compared with October 2024, although they fell by 4.3% against October 2023. Between January and October 2025, filling stations sold 6.4 billion liters of fuel, which is 4.6% less than in the same period last year.
Sales in monetary terms rose by 6.6% in October compared with the previous month, reaching 36.7 billion UAH. Year over year, sales were up 10.1% compared with October 2024 and 4.4% compared with October 2023.
On a monthly basis, fuel sales rose across all regions of Ukraine except Donetsk region, where volumes declined by 3.9%. The strongest increases were recorded in Chernihiv region (+17.9%), Sumy region (+16.1%), and Kherson region (+9.8%). The capital recorded an 8.1% rise.
Among Ukrainian cities* in August, filling stations in Kyiv sold the most fuel (71.1 million liters), followed by Kharkiv (22.1 million liters), Dnipro (17.1 million liters), Odesa (15.5 million liters), and Lviv (15.5 million liters).
At the regional level, Kyiv region leads with 80.2 million liters, followed by Dnipropetrovsk region (57.4 million liters), Lviv region (54.9 million liters), Odesa region (40.5 million liters), and Kharkiv region (38.6 million liters).
The number of active retail fuel trading licenses continues to decline, standing at around 4.7 thousand today. At the beginning of the year, the number exceeded 5 thousand, and at the start of 2024 it was 7 thousand.
