At the end of 2025, the top 10 largest diesel fuel importers to Ukraine underwent changes. This is stated in the analytical issue of NaftoRynok Monthly Fuels&LPG.
While the top three leaders remained unchanged — OKKO, AT Energo Trade and UPG — the groups WOG and Parallel ceded their positions in the ranking, shifting to purchasing fuel on the domestic market to supply their own filling station networks and for wholesale sales.
In addition, new players entered the top 10: D.Trading from the DTEK group, which continued supplying diesel fuel from Greece, and the group of companies Western Fuel and Energy Company (ZPEK).
ZPEK entered the top 10 largest diesel importers in 2025
According to the research results, in 2025 ZPEK Group ranked tenth and increased its presence in the wholesale market more than sixfold compared to the previous year, entering the top three companies with the largest absolute growth in imports over the reporting period.
The 2025 figure became a record in the history of the Volyn-based trader. ZPEK’s share in total diesel imports amounted to 2.8% compared to 0.5% in 2024 and 0.2% in 2023.
Since the beginning of 2025, the company has consistently increased supply volumes. Following the results of Q4 2025, ZPEK entered the top 8 importers in the quarterly ranking. The company reached its maximum monthly import volume in November, when the trader ranked sixth in the overall importer ranking.
Diesel supply routes
In 2025, railway imports remained the key supply channel for ZPEK, accounting for about 98% of the total volume. The main routes were from Poland and Lithuania.
Shipments via Poland’s port infrastructure were carried out within an exclusive partnership with the private Polish company Oktan Energy — the operator of a marine terminal in Szczecin with its own storage facilities and logistics solutions (road transport, shipping, etc.). Within this cooperation, in autumn 2025 ZPEK debuted on the Ukrainian market with Canadian-origin product.
In August 2025, the company started railway imports from the production facilities of Orlen Lietuva, whereas previously the Mazeikiai-origin product from Lithuania had been supplied exclusively by road batches.
As part of logistics diversification and partial unloading of the Polish land corridor, in November part of the tank wagons for the supplier transited to Ukraine through Slovakia.
Overall, in 2025 ZPEK’s supply portfolio included product from nine countries. The largest share was diesel of U.S. origin (including winter-grade product with a cold filter plugging point down to –35°C), as well as from Sweden. Combined, supplies of American and Swedish product accounted for about half of the company’s total imports.
What is known about ZPEK
LLC “Western Fuel and Energy Company” (ZPEK) was founded in 2023 to conduct wholesale trade and distribution of light petroleum products. The company’s head office is located in Lutsk, Volyn region. The founders of ZPEK are Oleh Chykida and Anastasiia Havrylenko.
The group also includes the supplying operator Khimzakhid, which started operations in 2022 with road imports of product from the Baltic states, in particular Latvia. The group’s structure includes a logistics company with its own fleet of fuel trucks, as well as a number of enterprises operating in electricity trading and developing the retail segment as a перспективний segment of business.
The group’s assets include its own oil depot in the Volyn region and a fleet of tanker trucks.
