ARMA did not ensure the timely transfer of the arrested property of the traitor Viktor Medvedchuk to the full control of the manager - Naftogaz Oil Trading (NOT). Most of the seized assets were transferred to the management of the National Insurance Company purely formally, which resulted in the budget not receiving revenues. This is stated in the column of Volodymyr Bychkov, director of Naftogaz Oil Trading LLC, published on EP.
"Since the objects handed over to the management of the National Oil Company were not complete property complexes of gas stations, oil depots, but only their parts, we could not independently start their commercial operation for the purpose of selling or storing oil products," Bychkov notes.
According to him, such activity requires the availability of appropriate equipment and property (reservoirs, fire control systems, pumps, pipelines, accounting systems, trade equipment, fire extinguishing systems, etc.). Only by their presence can the enterprise obtain the necessary permits and licenses for the activity of retail sale of petroleum products. That is why other enterprises that had the necessary equipment on the balance sheet were also involved in the operation of the seized assets, whose corporate rights were also transferred to the management of the National Insurance Company, the article says.
"At the same time, ARMA did not ensure the timely transfer of seized property under the full control of the manager. Most of the seized assets were transferred to the management of Naftogaz Oil Trading LLC in a purely formal manner," writes the director of NOT.
He reported that more than 80 facilities, although owned by Glusco enterprises, were actually under long-term lease from other legal entities controlled by Glusco management or other gas station chains (OKKO, WOG, KLO, BRSM, OVIS). It was difficult to return these objects to the full control of the manager through negotiations or termination of contracts. And NOT was forced to do it on its own, claims Volodymyr Bychkov.
"Has it affected performance and revenue generation? Yes of course. It had a negative effect because it took a lot of time. Should ARMA have ensured this process? Certainly! Because this is the function assigned to the Agency for Search and Asset Management. Can the lack of income be considered a consequence of ARMA's inactivity? Undoubtedly," says the director of Naftogaz Oil Trading.
