According to POS data from the State Tax Service of Ukraine, the volume of recorded fuel sales (gasoline, diesel, LPG) in November decreased by 0.6% compared to October.
Fuel sales at gas stations in Ukraine
In November, fuel sales remained relatively high compared to most months of this year. On an annual basis, volumes increased by 6.8% compared to November 2024. However, compared to November 2023, there was a slight decrease of 0.2%.
From January to November 2025, gas stations sold a total of 7.1 billion liters of fuel, 3.5% less than during the same period last year.
Month-to-month, sales decreased in about two-thirds of Ukraine's regions. The largest drops were recorded in Chernihiv (-11.6%), Donetsk (-7.8%), Zakarpattia (-7.3%), Sumy (-7.1%), and Kherson (-6.4%). In contrast, Kyiv saw an increase of 2.5%.
Among Ukrainian cities, the highest fuel sales in October were recorded at gas stations in Kyiv (72.9 million liters), Kharkiv (21.4 million liters), Dnipro (18.1 million liters), Odesa (16.2 million liters), and Lviv (15.4 million liters).
By region, the top volumes were in Kyiv (79.6 million liters), Dnipropetrovsk (59.1 million liters), Lviv (54.0 million liters), Odesa (41.7 million liters), and Kharkiv (37.6 million liters).
In terms of revenue, November sales rose 2.2% compared to October, reaching 37.5 billion UAH. Year-on-year, this represents an increase of 17.4% compared to November 2024 and 8.5% compared to November 2023.
Additionally, the number of active retail fuel licenses has decreased by about 100, currently totaling around 4,600. At the start of the year, the number exceeded 5,000, and in early 2024 it was close to 7,000.
