Victor Frolov has become the new head of Ukrnafta-Postach, according to data on the YouControl website.

According to Naftorynok, over the past six years Frolov was responsible for developing the B2B fuel sales direction at Shell. After the parent company decided to sell its filling station network in Ukraine to Ukrnafta, he joined the state company’s team.
Victor Frolov graduated from Bohdan Khmelnytsky Cherkasy National University. In total, he worked at Shell in various positions since 2012, that is, for more than 13 years, according to records on his LinkedIn page.
Who previously headed Ukrnafta-Postach
Since September 2024, Ukrnafta-Postach was headed by Ruslan Starovoitenko, who replaced Yulia Degtyarova. After he left the company, the duties of head were temporarily performed by deputy general director of Ukrnafta-Postach Iryna Slipchenko. The company’s focus is B2B fuel sales to private and state-owned companies through tender procurement and direct contracts.
