Since the beginning of the war, Ukraine has received 22,500 tons of light oil products from Kazakhstan, importers report. In particular, in 2022, deliveries of A-92 gasoline amounted to 13.37 thousand tons, the first import began in June and it was from Riga. In the two months of 2023, 6.06 thousand tons of gasoline were imported, and in February, the import of diesel from Kazakhstan was launched – 3.07 thousand tons. Gasoline was imported by 38 importers, nine companies met the demand for diesel in February.

The entire volume of fuel was supplied by motor vehicles from Latvia, crossing the territory of Poland in transit. Fuel arrived in Riga by sea from the Russian port of St. Petersburg by two tankers - NS Pride and NS Point owned by Sovcomflot.

According to MarineTraffic, NS Point loaded in the Russian port called in Riga twice from January 19 to February 16, 2023.

Importers have several opinions as to the routes of deliveries of gasoline and diesel for transshipment in St. Petersburg. “First of all, there is a long-term ban on the export of difficult-to-obtain fuel in Kazakhstan (Kazakhstan still imports petroleum products from Russia), but this ban is sometimes circumvented. For example, according to the documents, diesel is exported as furnace fuel, and an analysis is made at the port, where the product meets European standards of EN 590. The way Kazakh gasoline is exported is really a mystery,” says one of the experienced importers. According to another, the supply logistics are also surprising, given the information from a Baltic intermediary stating that the resource from Kazakh Atyrau goes by sea to the Azerbaijani port (Dubendy station), and then to St.Petersburg by rail. “The fuel goes through four transshipments and travels over 3,000 km. What is the economic scheme for these supplies? There are no miracles,” a trader says.

Their opinion is supported by another one: “I don't want to insult my colleagues, but most of all we are dealing with the document swizzling here; Russian fuel is probably going to Ukraine through St.Petersburg and Riga.”

It will be recalled that the issue of fuel supplies from Saint Petersburg to the Riga port was raised by Latvian journalists who spotted gas trucks with Ukrainian license plates near the Pars Termināls transshipment.
