The import of road bitumen into Ukraine in July 2025 more than doubled compared to June of this year, reaching 38.1 thousand tons, according to the analytical publication NaftoRynok Monthly Fuels&LPG. Compared to July of the previous year, supply volumes increased by 30.9 thousand tons. The main driver of the record-high bitumen imports in July since the beginning of Russia’s full-scale aggression against Ukraine was the massive strikes on Ukrainian oil refining this year.
Maritime resource
This month, suppliers not only scaled up existing routes but also expanded the range of logistical solutions. For the first time since September 2023, a bitumen tanker arrived in Ukraine. The Cantarell group delivered 2.5 thousand tons of Greek 50/70 grade bitumen from the Motor Oil (Hellas) refinery to the Izmail region. The maritime shipment accounted for 6.6% of July’s imports.
Poland – a key donor
In July, Poland supplied the majority of bitumen imports to Ukraine: 22.7 thousand tons arrived by bitumen trucks (67% of road transport), twice as much as in June. The main volume – 20.8 thousand tons – was delivered by Orlen Asfalt from Płock. Additionally, Budregion supplied 0.4 thousand tons, and Unimot Paliwa 1.9 thousand tons.
Rail shipments of products from Orlen and Unimot continued from the logistics hub in Wola Baranowska. Overall, tank car deliveries accounted for 6.9% of the volume from Poland, or 4.4% of total imports – 1.7 thousand tons.
In total, exports from Poland reached 24.4 thousand tons in July, representing 64.1% of total imports. The decisive share, 83.7%, was 70/100 grade bitumen (20.4 thousand tons).
Romania vs. Lithuania
Shipments from Romania outweighed those from Lithuania. The main consignments came from Galați (4.7 thousand tons), including Greek and Saudi-origin bitumen. Additionally, around 1 thousand tons of Italian bitumen arrived from Mangalia. In July, Asgard 88 from Kharkiv and Titan Trade Oil from Kremenchuk also participated in Romanian supplies, but the decisive volume remained with Cantarell (5.6 thousand tons).
Lithuania accounted for 13.7% of total imports (5.2 thousand tons), a one-third increase compared to June. The main supplier remains Orlen Lietuva, with AT Energo Trade being the largest recipient (4.7 thousand tons).
Record for the Year
In the first seven months of 2025, Ukraine imported 77.5 thousand tons of bitumen – twice as much as in the same period last year. This is 11.3% higher than in 2023 and six times above the 2022 level.
