According to POS data from the State Tax Service of Ukraine, recorded fuel sales (gasoline, diesel, and LPG) in September fell by 4.8% compared to August, ending a six-month streak of growth.

Year-on-year volumes also fell: down 0.6% compared to September 2024 and 7.0% compared to September 2023. Between January and September 2025, gas stations sold a total of 5.7 billion liters of fuel, 5.5% less than during the same period last year.
In monetary terms, sales dropped by 4.6% month-on-month to UAH 34.4 billion. Year-on-year, the decline was 6.2% compared to September 2024 and 5.0% compared to September 2023.
Monthly declines were recorded across all regions of Ukraine. The largest drops were in Donetsk (–13.7%), Odesa (–11.8%), and Ivano-Frankivsk (–11.1%) regions. The only exception was the capital, which saw a slight increase of 0.4%.
Among Ukrainian cities*, the largest fuel volumes in August were traditionally recorded in Kyiv (65.8 million liters), Kharkiv (20.2 million liters), Dnipro (16.8 million liters), Odesa (16.1 million liters), and Lviv (14.7 million liters).
By region, the leaders in fuel volumes remain Kyiv (74.8 million liters), Dnipropetrovsk (55.2 million liters), Lviv (52.4 million liters), Odesa (39.0 million liters), and Kharkiv (35.8 million liters) regions.
