The total value of fuel sold (gasoline, diesel, LPG) at gas stations in December 2024 amounted to 32.0 billion UAH, which is comparable to November’s figure. However, the volume of fuel dispensed dropped by 0.7%, according to data from the State Tax Service of Ukraine, analyzed by NaftoRynok.
Retail fuel sales have been declining for the second consecutive month following a brief increase in October. Compared to December of the previous year, the drop amounted to 6.6%. Over the entirety of 2024, fuel sales reached 8.0 billion liters, which is 2.4% less than in 2023 and 23% lower than in 2021, before the start of the full-scale military invasion.
Regional Breakdown of fuel sales in 2024
The leading regions for fuel sales remained unchanged in 2024. The highest sales were recorded in Kyiv and the Kyiv region, as well as in Dnipropetrovsk, Lviv, Odesa, and Kharkiv regions. However, Lviv region dropped to fourth place, overtaken by Dnipropetrovsk.
The most significant relative decreases in sales were observed in Donetsk (-15.1%), Chernivtsi (-12.8%), and Odesa (-9.0%) regions. Conversely, the largest growth was recorded in Kherson (+9.3%), Kyiv city (+4.3%), and Kharkiv (+1.7%).
Comparison with 2021
Compared to 2021, all regions except Chernivtsi experienced notable declines in fuel sales, ranging from 4.9% to 62.5%. In Luhansk, fuel sales ceased entirely.
In absolute terms, the biggest drops compared to 2021 were observed in frontline regions, including Zaporizhzhia, Kherson, Donetsk, Kharkiv, and the Kyiv region.
By the end of 2024, due to a reduction in the number of gas stations, the average daily fuel sales per station (gasoline, diesel, LPG) increased to 3,600 liters per day. At the end of 2023, this figure was 3,270 liters per day.
