
On April 3, the B2B MEETING 2025 was held, organized by NaftoRynok and the Ukrbioethanol Association. The event brought together representatives from all ethanol production plants, 85% of owners and top managers of gas station networks in Ukraine, producers and importers of 96% of gasoline, as well as representatives of government and regulatory bodies. In addition, key fuel suppliers and manufacturers from Europe were present, including ORLEN, OMV Petrom, Kemexon, and Unimot. The event gathered a record number of participants (350+), with the count still ongoing.

Highlights from the Discussions:
Dmytro Zaruba, First Deputy Head of the State Environmental Inspectorate, stated that the Inspectorate will not yet impose fines for selling gasoline without bioethanol. This requires an approved form of the protocol for the relevant administrative offense, which is not yet available.

Anna Zamazieieva, Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine, noted that starting in 2026, business entities will be required to provide information on:
- The actual content of liquid biofuels (biocomponents) in the volumes of automotive gasoline released from production sites and/or wholesale fuel trade during the reporting calendar year;
- Compliance of liquid biofuels (biocomponents) with sustainability criteria, based on copies of certificates of conformity provided by biofuel manufacturers/suppliers.

The procedure for administering the accounting of liquid biofuels (biocomponents) in motor and alternative fuels, as well as their compliance with sustainability criteria, and the list of feedstocks with double-counting value for calculating the contribution of liquid biofuels and biogas intended for the transport sector, will be approved by the State Agency on Energy Efficiency. This procedure is still under development.
Additionally, Anna Zamazieieva reported that a technical regulation on the requirements for alternative motor fuels has already been developed and submitted for consideration to the central executive authority.
