On November 23, the Verkhovna Rada of Ukraine approved in the second reading the bill number 9260 "On Amendments to the Tax Code of Ukraine and some other legislative acts of Ukraine on improving the administration and revision of the rates of certain taxes and duties." 236 deputies voted "pro" the amendments.
The changes envisage strengthening control over the turnover of petroleum products. From July 1, 2019, the introduction of licensing activities for the production, storage, wholesale and retail of fuel is planned. For gas stations license will be issued annually, its cost will be 2 thousand UAH. The license fee for a petroleum depot will be 5 thousand UAH.
In the absence of own petroleum storage facility, the licensee, who trades in bulk, will pay for a license 10 thousand UAH. In turn, the license for the storage of petroleum products costs 780 UAH. Licenses for wholesale trade and storage are issued for a period of 5 years.
Fuel production without a license is subject to UAH 1 million fine. In turn, if a business entity sells petroleum products in bulk without a license, it will pay a penalty of 500 thousand UAH, in the case of sales through the gas station - 250 thousand UAH.
Also, changes regarding the implementation of flow meters and level meters are introduced to the Tax Code. Equipping petroleum products’ storages with flow meters will become obligatory for administrators of excise warehouses.
Also, changes to the tax code provide for control over the turnover of aviation fuel. In the case of improper use of aviation fuel, the excise tax for it increases from € 21 per thousand litres to € 210. The same rule will apply to aviation gasoline, the excise tax of which is € 27 / thousand litres.
Also, Rada decided to increase the rent for oil and gas condensate by 2%.
